| INTRODUCTION |
The Center for Equality and Liberty for the LGBTI+ community in Kosovo (CEL) is a non-governmental organization dedicated to empowering LGBTI+ communities, preventing discrimination, and advocating for their rights. Established in July 2013, CEL aims to strengthen the legal framework and increase the participation of the LGBTI+ community in relevant mechanisms and projects.
CEL is seeking a researcher to conduct a study on gender-based violence against LGBTI+ individuals in Kosovo and the institutional response to such cases. The research aims to analyze the treatment of gender-based violence cases against LGBTI+ individuals, the implementation of laws, and the institutional work.
Objectives:
- Analyse the treatment of gender-based violence cases against LGBTI+ individuals.
- Assess the institutional response to such cases.
- Evaluate the legal framework and implementation of laws regarding LGBTI+ rights in Kosovo.
- Investigate the lack of welfare institutions and services for LGBTI+ individuals.
- Examine court decisions related to gender-based violence against LGBTI+ individuals.
| SCOPE OF WORK |
The research will be conducted in various regions of Kosovo, including Ferizaj, Gjakovë, Gjilan, Mitrovica, Pejë, Pristina, and Prizren. The researcher will interview institutional officials from justice and welfare institutions such as the Police, Victims’ Defenders, Center for Social Work, Prosecutor’s Office, and Court to understand how these cases are handled.
Additionally, a legal analysis of Kosovo and international laws relating to LGBTI+ rights, discrimination, and gender-based violence will be conducted. The study will also investigate the absence of welfare institutions for LGBTI+ individuals, including shelters and psychological services, as well as analyze court decisions related to gender-based violence against LGBTI+ individuals.

Duration of work: April 1 – September 31, 2024.
| EVALUATION CRITERIA |
- Bachelor degree in sociology, gender studies or similar area
- Minimum five years experience in research and report writing
- Minimum five years experience working with NGO’s and gender issues.
- Demonstrated knowledge of scientific research methods.
- Proficiency in Albanian and English.
Higher evaluation points will be evaluated based on experience, education, enthusiasm for the position, and the offer. Applications will be considered on a continuous basis until the post is filled.
